There are three rows of these things that start at the front of the hood... I don't know what caused it

You can't really see them in direct sunlight but you can see them as dark specks in the shade.

What's the best approach? Get a Honda touch-up pen and paint + clear coat with a tooth pick?

I know very little about paint repair

Can you tell if it's on the paint or through the paint? From the picture it almost looks like tar.

Sorta feels like it's on the paint, sorta doesn't... but it's hard to tell since they're really small

I'm an idiot and tried to scratch one off, took a chunk of the paint... hah

It's not as dark as it looks in the photo, and it's hard too see when the sun is shining on it

Carpro TarX is a good product. GooGone may work as well. Your fingernail is probably the worst product to use. ;)

Tried tar remover and Goo Gone

Nothing works. I'm assuming it's something in the paint that has permanently bonded or it's just chips on the clear coat that i'll have to use touch-up paint...

You could try a detailing shop to see if they can do anything for you. If it's something on the paint they'd be able to try a few things.

I can't see clay working but I plan on trying that. Not sure if something's on the surface, might just be in the clear coat...

+1 I'd try this out first. If that doesn't work, maybe your dealer can touch it up smoothly via warranty? Not sure if that'd fly tho.

I honestly wouldn't even bother to use touch up paint. It's not big enough to be a concern, and plus unless you are confident you can match the paint job well.

Nope, did absolutely nothing

As a bonus, I ended up removing some clear coat below it on the plastic painted trim some freaking how

Oh the joys of life...

I guess at some point you just have to say, it's gonna be f***ed up anyways, too bad I only have 300 miles on it.
