Ok, what am I missing?

So far everything i've heard about people trying to get the CTR is that they are very hard to get, and subsequently dealerships are marking them up by 5k-15k, at least here on the East Coast. Then i go to Mexico and the first random Honda dealership i come across just has two of them casually sitting outside, fully exposed to the elements.

Isn't that the drug capital down there?

Possibly, i always thought Mexico City was more rife with cartel's and such things.
