Windows or Mac? You can resize the image with Microsoft Paint if using Windows: http://www.wikihow.com/Resize-an-Image-in-Microsoft-Paint

Limiting the pixels to 1024 (width) is a good start. Uploaded pic needs to be no larger than 700KB.

iPhone 6

Email the picture to yourself with your iPhone 6. You're be asked to select the picture size after you hit "Send". Select a size smaller than 700KB. Open the email you just received and save the picture into Camera Roll. Now you can upload the resized picture into your garage in Civicx.
