I want to cut the rest of the little holes out just so they look functional.

Don't the black garnish pieces make them not openings anymore? The way you're asking these questions makes it sound like there's gaping holes in the bumpers. They're simply aesthetic choices by the designer. And as others have mentioned the front garnish does serve a purpose when sensing is involved.
There actually are openings on some models, the horn is behind one and has more holes than the other side.

The "sensor" cover on the Touring is misleading. It's nothing more than the glossy plastic you see on the outside.
Inside the bumper it's hooked in with the words do not paint on it. Even though it looks like it's been spray painted from the inside. The actual sensor is visible with the bumper off.
