Several dealers have confirmed for me that 15" steel wheels are OK for my 2016 LX.
The strange thing is that some dealers have advised that they won't fit. Lots of confusion.

I got the 15" rims from Honda, with x-Ice 3 snows...installed before pickup. The gap is narrow between the rim and front caliper (1/4 to 1/2 in), but have not noticed any issues with over 2000 kms driven.

Has anyone else noticed this confusion?

Don't know for sure about 15", but I had mine downsized to 16" alloys with X-Ice 3 and no problems...

16" is the standard size for LX and DX trim levels in Canada - so I wouldn't expect you to have any issues...I do think this is what is causing confusion for the dealers.
I'm using 15" rims from my dealer (not a listed size for the 2016 civic) and they seem to be fine - just wondered if anyone else ran into a similar situation.

I'm using my old winter tires (195/65 R15) from my last civic (2012), they fit fine and according to tiresize.com, there is a 1.2% decrease in overall diameter.

Did exactly the same with my Touring. If I had a new LX think I would stay wi h the 16", unless I had some 15" hanging around.
I had my LX delivered with X-Ice 3 winters on the original 16" steel wheels. They have been running great so far. Will be looking to put the original all-season tires onto alloy wheels in the spring.

As above, I bought some aftermarket 16" rims and put some Blizzaks on them. No issues at all.
