Washington State Honda Civic Price

i am shopping for a new car . I want to buy a Honda Civic 2016 LX model. The price is making me confuse cuz as my friend he bought a new lx civic 2016 for 19000$ ( out-door price). I visited couple local dealers and the price is not stable.
So my question is what's the best price I can give out to make deal with dealer?
19000$,19500$ or 19750$ ( out-door price)

Somehow I doubt the out the door price was 19K. Sales tax in WA is around 8-9% so that usually adds a significant amount to the total purchase price. This is a brand new car so you have to understand that some dealers won't be selling them for sticker price. Your best bet is to hit up the dealers closer to larger cities as they move higher volume and have more new cars coming in more frequently.
