Unidentifiable Strut Bolt Part?

What in the world is this? A current Civic Si owner brought his car in for basic maintenance (oil change and tire rotation), and some how this piece is missing and the dealership won't replace it. Stating there's no reason why they had to deal with that location and shouldn't be their fault also the owner has an aftermarket strut bar and they said they won't touch it because of the aftermarket part. I instructed him to go above the general manager for this issue.

Need help identifying the part. Part # would be great too!
Doesn't help that his car pulls to the right (same side where this bolt is missing).

He was attempting to fix his front camber. Don't have the part number, but it is a piece that is used when putting the car together in factory. When adjusting front camber for alignments, you pull that piece out so you can move the 3 other studs. If you check an alignment direction for front camber, it literally tells you to take that piece out as it's not needed anymore. Has nothing to do with a front upper strut bar being there..... for the most part...

Correct. I threw away two of these this afternoon. The factory service manual details how to remove these to adjust camber.
