The 2019 Civic Coupe/Sedan Sport and Touring models use 18" wheels with the same 235/40/18 tires.
That should be pretty close / exactly like stock.

Does your car come with the 16" wheels and 215/55/16 set-up, or the 17" 215/50/17 set-up?
Anyways, either way, it's going to be a very small difference; ~0.4% difference in the diameter size.

No, it won't really look lowered. They also won't rub. The picture here is of 18x8 wheels with 235/40/18 tires without lowering springs. These wheels have a 35mm offset, which pushes them out closer to the fender, and they didn't rub whatsoever on Ohio's bumpy roads.

I currently have Si 18" wheels (50mm offset) on the car with Eibach Sportline lowering springs. No rubbing whatsoever.

Yes on a 8.5 rim 235/40s are not gonna have issues.
Do you recommend the same for a 19x8.5 45mm?

235/35ZR19 or
235/40ZR19

The 235/45/18 tires are going to give you a very tall sidewall look and your speedo will read 3% slow. If you want a 45 profile tire, I wouldn't go bigger than 225/45/18. 235/40/18 is the best choice for maintaining the speedo and handling, though.
