Just traded my 2016 EXT sedan with almost 15,000 miles for a new 2017 EX Hatch. During negotiations, the dealer claimed I had not done any service (i.e. oil) however I had my receipts.

Is there a way to document DIY maintenance so it will reflect on the car's VIN history?

If you register your car with a mycarfax account, it lets you enter service that you do at home. I have not run a report to see if those end up on the carfax but it we'll see

In Canada, Honda Canada has a website that allows the owner to document maintenance performed at work and should also include all service history at honda dealerships.

https://www.myhonda.honda.ca/

I believe Honda US has something similar with hondalink.

Biggest thing is to keep receipts. I keep scanned copies in a Google docs folder, along with a log/journal of all car related info.

Can you write false informations ? Maintenance you don't but you write you do ?

IMO it is negotiation arguments to drop value of your car.
You receipts say you do maintenance. If dealer want only receipts from a Honda dealer, I walk away.
