So Ive had my 2017 civic ext for about 8 months and was thinking of getting bigger rims and wheels as an upgrade. The problem is I have not clue how to even pick out the right rims and tires. I do have my eye on the Verde Axis V99 and want to atleast get 19’ rims and tires. Any advice on what to look for? Lug pattern, offset, and all that is completely new to me. Any help is appreciated thank you!

19" is a bit on the large side. How are the roads in you area? Your lug pattern is 5x114.3 and you'll want an offset of around 35-50 depending on the wheel width. Most go with 8"

The roads are pretty good, no potholes around the areas I frequent and I drive mostly on the highway for a few minutes for work everyday. I also have the occasional out of town trip to San Antonio Texas that is around 300 miles round trip.
