New tire size affect odometer?

I read that a different tire size will make your speedometer be off by a fraction of a mph+

Will a larger tire make the odometer come up short?

Is this a way to cheat resale?

The diameter of the wheel is not the same as the 18" or 19" diameter of the RIM.
The wheel diameter that you end up with depends on the TIRE you put on that rim.

So, you could have an 18" rim with a deep sidewall tire, and end up with a WHEEL that had a bigger diameter than a wheel with a low profile tire on a 19" rim.
