Can I simply change boost targets for rpms to slowly ramp up boost after max torque. Limit boost 2-3k in the power band and each rpm bump it a little more til 23.5psi? Or even a smidge more 5k+ to limit the power drop of at that point.

You have access to the boost table and can adjust it how you like. I will say that bumping up the power after 5500 rpm or so won't really do all that much. At least not on my base 1.5T anyway.

I've done it where I start upping the boost at around 3500, peaking at 5500 rpm and then tapering it down.
