How to prep metal with rust for touch up pen?

I bought a used hood to replace my banged up hood. The used hood had minor damage on the top corner and exposed the metal, and now there is some rust building.

Do I simply use sandpaper and prep the area?

Is there anything else I should do?

Used 220 and removed the rust.

Applied 2 layers of touch up paint and 2 layers of top coat.
