How to get threads to be "sticky" noted

I was wondering if there was a way to get threads to be sticky noted so they'd sit at the top and be openly found and available for members to find them more easily without using the search bar. Like a track and even a drag thread that a mass amount of people can collaborate and go over mods and ideas for anything in the topics. I think it would be a good idea for all the performance guys to go over things and for new people wanting to join or thinking about joining the track or drag communities and find events and what not.

Yea over on the corvette boards the few stickied threads are:
  • "How to" (install stuff or disassemble stock stuff)
  • Recalls/TSB's
  • Fast list (Drag) - shows fastest 1/4 mile or 1/2 mile. Includes time slips and mods
  • Fast list (Track) - usually a PDR (performance data recorder) video of the lap + list of mods
