Downpipe/Frontpipe - Legality of "Offroad Use Only"

So, I asked my muffler guy if he could install the RV6 catted downpipe/frontpipe:

and his response was:

unfortunately that is a off road use only down pipe so it is not legal for us to install

Is his concern legitimate? I'm in Texas, if that matters.

I know of a shop here in Florida that will install stuff like this under the table but yes, it is illegal for them to install on an emissions controlled vehicle.

Yes, it is against the law to remove a working emissions device from a vehicle registered to drive on-road. You should find a speed shop to do it. 99% of muffler shops will say no.
