Cricket in Front Wheel?

Front Driver side wheel chirps when turning left. I took the wheel off and bent back the dust shield behind the rotor a bit - but it still Chirps at pretty much any speed even with a slight turn of the wheel. Happens on or off brakes.

Any Thoughts?
