Yes, you will need:

-Letter of conformity from Honda USA (in order to get this letter, you may need to install/replace certain things, like TPMS)
-2.5% import duty
-Customs broker if shipping the car ($300-400)

You can likely save money over buying in the USA, but you would need to buy from a private party to avoid HST/GST, which can be in the double digits depending on province. Also, no warranty.
Is the Canadian indirect tpms system that uses wheel speed sensors for data not the same as the US one, or do US cars have TPMS sensors on the wheel valve caps?

The CTR's TPMS system is kind of crap to begin with. The good side is that the false negative rate is extremely low, that is, if the system says no issues, there most likely aren't any issues. The bad side is that the false positive rate is stupid high. If the system says there is an issue, the majority of the time the tire pressure is fine.
I have the Euro TPMS that counts the revs of each wheel to detect changes in tyre presssures. If both right and left pressures of each axle match then it won't trigger any warning.

Apparently it still is. I know a guy that went to BMW in Germany to watch his vehicle be built.
It is still possible for Bmw, Merc, Porsche, Volvo and choose factory delivery in Europe. But you have still to order the car through US dealerships. You take the pleasure to drive it until a north European port (Anvers, Amsterdam, Hamburg...) and they take care to ship the car to your dealership that delivers it to you as usual.

That's the same setup in the US. You can trigger it by just driving hard in coldish weather.
