If you are talking about the white vinyl on the hood and roof, it's the way that the new car is wrapped for surface protection during delivery.

Heres a link. They are made for a focus rs which I used to have but if you just drill one extra hole they turn out super clean and they only hang bellow the bottom of the car but about 1/2 inch. I can post some better pics if you need.
