So with the ACC on in my19 EX the car will not hold back when going down hills. I have already had it get to 20 mph over my set speed. This can't be right. My 2008 Fit Sport maintained speed down hill. Is there a setting somewhere to change this?

ACC doesn't work this way.

It will slow you down if a car is in front of you going slower then you are. It will not slow the car just because it's travelling faster then the speed limit you have set.

That is really dumb. I'd rather have it hold speed going down hills than ACC. I have read other threads where people say their ACC system does slow speed when going down hill.

Pretty sure that's not true. It might have let off the throttle but it didn't brake or anything like that.

Try brake paddle.
so that kinda removes the best part of cruise control. my 2008 fit did it via engine braking. too bad they didn't do that here.

The manual says: on roads with steep downhill sections just don't use ACC because it will definitely not apply brakes to reduce speed. Problem solved.
It doesn't say though whether it will reduce gear - why wouldn't it?

On the CC mode it only says "It may not be possible to maintain a constant speed when driving uphill or downhill." That's obvious, but it should apply engine braking as much as possible. I'm quite sure any CC does it.
