2016 Civic - Rotor and brake pad recommendations

My 2016 civic is finally out of the warranty period. I brought it to my local mechanic (previously had the dealer do the regular oil changes) and he noted that the rotors are really rusted and the brake pads are at about 30%. The car is just over 3years old and has just under 40K clicks.

He recommended I change the rotors and brake pad after the winter. He also noted that alot of the rotors for this model rust very badly and thinks it's a manufacturer defect as they had just dropped the OEM price for them.

My plans were to initially replace them with OEM rotors and brake pads but given that there may just be a manufacturer defect, I'm looking at alternatives options. I've never changed my rotors that early. Normally, I just change the brake pads.

Any recommendations for aftermarket rotors and brake pads that perform the same or better than the OEM ones? Is it worthwhile changing to ceramic brakes?

Go with OEM You did get three+ years service from the original set in salty Toronto.
Or choose top shelf aftermarket from a reputable vendor.
