Because the restriction is negligible compared to the throttle plate. It would only make a difference near WOT, but at that you’re obviously not concerned about saving fuel.
An air filter will not increase your gas mileage. Not with all the sensors and computers controlling the A/F mixture. Increasing the amount of air won't change that.
