Just replying to my previous post to set the context. I can honestly report that I no longer have the noise after the above said deer incident and repairs. I've cold started 5 times and no noises. We'll see how it goes and hopefully doesn't come back.
So if you want to fix the noise just crash...
I turned the AC on and it made a very slight version of the sound and only for a couple seconds, then it faded away. But before the accident and repairs, it was really loud like in the video and lasted for a longer time.
My car was recently repaired after hitting a deer. They replaced various parts including the AC condenser and turbo. And guess what? No more crackling noise during startup!
In case you're interested, the final repair invoice was $7,797!!!!
This included sending it to the Honda dealer to replace the turbo, wiring harness, AC condenser, etc..

Why does anyone think a Honda Civic is a performance car? There's where the problem starts. If you have the need for speed, save some cash and get a real go-fast ride.
I really loved the car for what it is. But the 370 model is a decade old :-) I had it tuned, aftermarket clutch and exhaust. Not real fast but fast enough. 318 HP at the wheels.
