Agreed, coming from a long time RSX S owner, I knew what I was getting into. Even that was JDM made. The CTR feels almost luxurious if you're coming in with that mindset of Hondas. I definitely agree that the paint needs to be better though.
To be specific, the late 19s speculation is only from some Si owners having precut holes. The Type R being from a different factory may not apply. Anyways, a sharp utility knife will achieve a clean cut. No dremel needed.
You have to cut. Although it's rumored that late 19s might have the precut bumpers from factory. I have a 19 and I had to cut. Here's a video I found to give you an idea.
I think all the colors are nice and appreciate the variety but I had to own a CW just because I always lusted after the OG ITR when I was a kid. CW and bronze for that classic JDM look!
IMO they're a bit too low to get under and comfortably do an oil change. I use these to get a jack underneath and then put jackstands on the side with chocks in the rear. I do have a set of Rhino Ramps that we use for the CRV but unfortunately the Type R bumper will hit it before the tires could...

It has fasteners and clips and should sit a lot closer to the body even if the double sided tape isn't as strong. I removed mine and reinstalled and it doesn't look like that. Something tweaked it and isn't seated correctly.
No need to paint. You guys are forgetting that the skirts can be ordered from the factory with the factory paint. He can simply have them order a replacement side skirt.

You'd be surprised how thick these new 3M PPF are and they have somewhat of a cushion from its somewhat self healing very rubbery properties. Regardless, this will offer a certain degree higher protection than nothing. It only takes the right hit for it to crack film or no film. What I can say...
