    Yes, dual tip does as well, but either one is easy to add 3" pipe and flange to get rid of the bottleneck, I have done it. But still, why manufacture it like that in the first place.

    He was referring to the CTR scoop. Honda wanted to go back to a non scooped hood after real world testing but already had manufacturing dies made for the hood, amd since the standard civic hoods wouldnt work, they kept the scoop,to save some money

Also that is a bottleneck at the front pipe, it does allow more gasket to seal to stock front pipe but with an aftermarket full 3" front pipe you are wasting flow...
