Is it still actual "price fixing" if the thing they're adjusting isnt the actual car price? The line item reads Civic :$35k, ADM:$5k, right? It seems like a gray area, to me, in terms of the law... But I'm no lawer.

You'll see/hear some places that mention they've talked with other dealers first. Essentially they've colluded amongst the area to "price fix" the ADM. That's also partly why many ADMs are pretty similar around particular areas, I'd think.
