i have 10k to blow on mods i need help

How rough are the roads where you drive, that a Civic isn't a smooth ride? Very few mods besides tires are going to make the car handle rough roads any better.

I live on Toronto and the roads here are full of bumps and potholes so I’m definitely going upgrade myself tires ASAP

Yep, sell the Civic and use your $ to get another vehicle that would handle better off road.
