BS Parking Citation?

I'm a current student, my morning class starts at 9:40 AM and ends at 12:50 AM. So I park my car around 9:20ish AM in a residential area, a block away from campus. A street sign reads 2 hour parking between 11 AM - 4 PM. I walked back to my car after class ended to move it in a different street and received a parking ticket for the 2 hour restriction. My car was marked at 9:34 AM and cited at 11:49 AM. My question is I'm a wrong in this scenario?

Technically yes since you were over the 2 hour limit. The guy might have figured you were going to leave the car even longer and therefore gave you the ticket. Does it kinda suck that you were so quick to get a ticket when you're barely over the time? Sure. But they're still technically right. You said your class ends at 12:50 PM so that would've been much over the 2 hour limit anyway.

It really ticks me off that the parking enforcer marked my car around 9AM and slap me a ticket around 11AM when the street sign says 2 hour restriction starts between 11AM-4PM.

I would suspect the residents are complaining about students parking there, resulting in increase in enforcement. But if the sign does not restrict parking before 11am, take a pic and present it in court.

If the restriction is between 11-4 then you technically aren't violating the time restriction. You actually have 1hr 2 min before you've been parked for more than 2 hrs during the posted time frame.

You weren't parked for more than two hours between the posted time period, so no, you weren't in the wrong. But then again you live in California so I wouldn't rule anything out.:D

@Funjeff Student been parking on that block for years, I think the parking enforcer thinks the time restriction starts at 9am due to most 2 hour limit starts at 9am in most streets in the city.

@Mestiso863 Exactly, what I thought too. I have been parking there for awhile now and this is the first time I've receive a parking citation on that block.

@Sty09 Pasadena is known for the dumbest parking citation and I understand why.

You shouldn't have been marked for the 2 hours until 1100 making your 2 hours 1300.

Do the trial-by-declaration thing. You will need some photos of where you were parked, the signs governing the restrictions and the vehicle code under which you were cited.

Pay particular attention to the wording of the vc as this will be the foundation of your argument. You may also need to read others that cover sign spacing, etc. But usually, the sign covers an area 50 feet in either direction unless it says "from here to there".

Assuming you were citied for the hours, your declaration will read something like:

on x date, I was cited (citation number) for violation of cvc xxx which restricts parking to two hours from 1100 to 1600. My vehicle was marked at 0939 and I was cited at 1149. According the vc, the restriction begins at 1100 making the citation invalid as the marked time would have to be after 1100 (beginning of the restriction) and the citation issued no more than two hours after the marked time.
A photo of the sign and the approximate area you were parked is helpful for the adjudicator to understand. Be professional in your letter and stick to the facts. Also, be careful to read the entire section you were cited for-you might have been cited under a different section other than the timing.

Good luck-it worked for me.

Almost forgot to add, the placement of the signs and spacing are important for later. In my case, the adjudicator found me guilty suggesting it didn't matter where the signs were and that it was my responsibility to know what the sign at the other end of the block said. The law clearly stated you needed to be within 50' of the sign, which I clearly was (which is why pictures are helpful). Since you are allowed an appeal, I went with the option of a jury trial. 90 days later, I got my money back with a dismissal.
