My 2017 civic came wth 215/55/16 alloys. If I'd like to put winter tires on them, would I be able to fit 205/60/16 winter tires on the original 215/55/16 alloy? Or is that a no go.

It will fit.
What's the tolerance, cause in this case the tire is 1 cm narrower than the rim. Can you go the other way also where the tire is wider than the rim?

Tolerance is about 20-30mm in width.
You won't have any issues if its narrower by 1 cm
