Suspect dealer did Oil Dilution TSB against my word - Can I verify?

It's extremely unlikely they would do the TSB and then hide it in the documentation.
The parts and labor for the update are not free, and they have to document it to get the kits and money from Honda.
I can easily believe they would do the update even though you told them not to, but then they would give you the receipt saying it was done. If you argued they would just say "sorry there was a misunderstanding" and that would be it. What would you do?

But they would need to be insane to falsify the documentation for you.

Some people working at dealer service depts are lazy and forgetful, but usually not malicious. It happened to me twice that I asked them to use my own oil as I spoke to the service advisor and the shop guy who took the car was there. It was also noted In the papers (customer's oil). And, they didn't charge me for the oil. But when they returned the car, my unopened jug of oil was still there. I guess they just forgot. Next time I told them to make sure they use my oil, because the last time they didn't. Of course they still didn't use my oil. So that was the last time I went there for an oil change. If it's so hard to do for the shop grunts, the "service advisor" could just as well get smart next time and make the jug disappear, so I stop complaining.

all the TSB did was speed up the warm up by cutting off the flow of heat to the cabin interior. It wouldnt affect your MPGs. My understanding is they ac module replacement was for early model civics like 2016s and the newer years already had the updated ac module so all it would be was plugging in the HDS and running the software update if they did it.

UPDATE:
I am about 1000km in since getting this oil change done.
I have extremely closely monitored my efficiency with this car for the last 12,000km, which is why I am so upset about this.

Without a doubt, they did something software wise related to this TSB that undoubtedly negatively affected fuel economy. I can tell because:
-My car does indeed reach operating temps within the first 3-4 minutes now, where it used to be common to take 15 minutes or so if I was driving to really maximize efficiency and keeping my revs low.
-I have not been able to reach my previous fuel economy ranges whatsoever.
I used to be able to consistently achieve 5.1-5.3 L/100km economy for the duration of the entire tank. Now I have not been able to get my tank average to be less than 5.8L/100km, with mainly highway driving sitting at the bottom of 6th gear... as I have been doing for the last 12,000km of my vehicles life.

-I also used to be able to consistently extend the range left on the tank by changing driving style to even more aggressive - I am no longer able to do this.
-I used to be able to go for short trips, less than 10 minutes, and have my average fuel consumption consistently and without much effort be less than 5.5L/100km, now I can not seem to achieve less an 7-7.5L/100km on trips 10 minutes or less, which tells me the car is behaving very inefficiently for the beginning of my trip.
It took me 55km of driving this morning at the most efficient speed/RPM to eventually have my trip's consumption average to 5.4L/100km, so this tells me something is happening at the beginning of my drive that is consuming a lot of fuel, and it is taking quite a long trip's worth of very efficient highway coasting to eventually bring it down (closer but not quite reaching what I used to average for the entire tank).

I checked the entire service sheet from when I took my car in, and it makes no reference to this TSB being done (no reference to parts, and no reference to software updates).
R.O. Opened: 13:15, Ready:13:52... so only 37 minutes from when I dropped my keys off until my car was ready. This seems to indicate they wouldn't have had time to change any physical parts, but a software flash is absolutely possible in that time. I really want to check the software version date to see if it was after I bought my vehicle (as this will indicate to me they updated my software on the only instance they have had my car since I bought it) - I just don't know how to do it on my own, and would love if someone can share this information with me.

Dealer will never do stuff for free.
Possibly a free 30 second software update if they thought they were doing me a favour. Maybe they have just got into the habit of doing it to all the 1.5T motored cars that come through the door.

Phone another local dealer and ask if your car is outstanding for the TSB.
So you think that even though it did not say anything about it on the work order or receipt, that it may still be updated in the system?
What I really would like is for someone to plug something into my car and show me the version release date of the software that is on my car right now. That will put this doubt to rest.

Does anyone think the dealer will be able to put my original software back. Some may think I am over reacting to this situation, but this is not right, and this bothers me more than I think a lot of people realize. I didn't authorize this because I had my doubts, and now I'm really not happy with a vehicle that is now =~10%+ more inefficient than when I left it with them.

I don't know the exact timing of your suspected software update, but are you sure it's not because of more butane (the bastard gas) in your fuel?

"In Canada, switching over to summer gasoline is mandatory by April 15, with the switchover to winter gasoline starting on Sept. 15."

Did you check the tire pressure after the service?

I think something else is wrong, The update will not affect the mileage nearly as much as your say its changed.

I had the update done and still consistently get 5.1-5.3 l/100 km over the entire tank. Just last week I saw 4.6 L/100 Km on a 65 km drive home from work at 90 km/h over mostly flat terrain. (Manual trans with about 85,000 km...Always used Shell 91)

The smoking gun is the warm-up time. That’s consistently faster after the flash has been done. But I doubt they’ll put it back. It took two years before my car started displaying some of the symptoms. They’re responsible for repairs under warranty. Why do something that will cost them more, potentially?

I haven’t reset my trip meters since I bought the car. Even after the update, my average is at 6.4L/100kms until winter tires/gas happen. It’s been pretty consistent.
