KTuner is correct you aren't fully flooring it. Your TPS would show something like 113%.

What altitude are you at btw?

The throttle is not to the floor, as stated.

Your ECU is trying to protect your turbo from overspinning. 16.7PSI absolute at 4200ft is roughly 20PSI relative pressure. Look up relative vs absolute pressure if you don't have an understanding of the difference you're seeing here. You can still control this with the final boost table as well. Do so at your own risk and peril. Good luck.
