I myself think it is kinda cheap for the car, not so good looking either.......would love to hide/modify them in the future if possible.

Best tool would probably be a Dremel with a side cutter attachment. Use a drill for a pilot hole. Then use sand paper to smooth it out.

If it's anything like the previous bumpers, you could even use a box cutter to cut them out. That's what I used when I would add foglights

Oooor, you could embrace it fully and create a honeycomb of reflective tape:
