were these easy to mount? that's the only part I'm having trouble seeing from the picture. is it all existing holes and included hardware?
Yes, very easy to install/mount.
I used the OEM hardware and the 2 Hella Horns bolted right into place using the factory spot. They are a little bigger but there is enough room.

How do you remove the pin that holds the cover in place?

I can't get the cable to come out of the stock horns OR loosen the mount's bolts. What am I doing wrong? I wanna install the College Hills Honda upgrade kit.

Reach behind and push the tip of the pin from behind it. I couldn't pop it with a screwdriver from the top/head.

There's a tab to push on the wiring harness and wiggle it off. Tab may be to a side that's not visible. Or unbolt them first. The top one visible in the photo holds the bracket that holds both horns. Use a socket extension. The bottom one visible in the photo holds the front horn to the bracket. Once you take it off you can see the bolt on the rear horn.

I ended up getting it installed. It wasn't easy given I didn't have a good way to get torque on the rear mount, but after some perseverance--it's done!

I ordered the college hills Honda horns. It came with 2 adapters. 1 for each horn. Really simple plug and play took 10 minutes to install. I can finally honk at people without feeling my balls shrivel up

You have 2 horns so it's pretty simple. I have a civic hatch sport touring which only came with one. So I gotta go through a bigger hassle with adapters and pigtails it seems. Seems like a bigger pain with pigtails to allow for 4 connections for 2 horns

Someone said the Hellas might not mount right, or the fog covers don't come off the same for an Si? Anyone know if this install would be the same on an Si (sedan)?

That seems cheap enough for me to buy, is Woot a reputable site? Never purchased anything from them before.

Woot is owned by Amazon. Pretty reputable for sure. If you have prime with Amazon, then it's free shipping.
