I'm keeping (not leasing) my Civic. Just like I kept my Acura TL for 17 years. I'll monitor the situation but so far it seems like a non-issue.
I'm in almost the same position. Still driving the Acura TL with 205K no issues, but picking up an SI in the next few weeks !

My dealer charged me for a filter and the extra litre of oil. No extra charges. It cost me $22 after tax.

My dealer charged me for nothing. I didn't bother with the filter replacement.

Had this done on a CR-v adding filter was all of $7 I’m fine with that. They offered to replace engine air and cabin filters for around 80-100 (I forget exact amount) politely declined and ordered parts online. Waiting a bit more to do the Si as it only has about 1600 mi (80% life left per maint minder).

The only true way to check how much fuel dilution your oil has, is it send a sample off to a reputable oil company for an oil analyse. This will tell you basic contamination particles in the oil of the PCF (oil dilution) as a percentage. Honda will have an acceptable level of PCF, to which I don't know what that is: Getting an independent sample done will be worth it's weight in gold later on down the timeline - should the engine develop issues relating to high oil dilution.

I'm getting the TSB done on Monday, and I get that the solution is to drive enough to warm the engine. I literally have a 8 minute 2.6 mile commute to work. I'm hoping that the TSB will solve the HVAC turning the fan up way before the engine has even one bar of heat showing on the gauge. I'm also hoping it might not have the Defroster BLASTING when I use the remote start. It never warms up even if you let it run for the max 20 minutes double remote start thanks to the blower speed being so high.
