Wheels delivered marred and scratched. HELP PLEASE!

So I recently ordered some wheels from a website I won't disclose at the moment. The day I got the wheels I inspected them afterwards and when I flipped the wheels over, all four of them are scratched with black marks on the back face. There are some flakiness on the backside of the face in one or two of them. One of them just has two different dips in the face.

I sent them an email immediately and contacted their live chat and was told to email the manager. Waited three days and got no response so I called in and talked to him. He said that the damage was, to his years of experience, "the conveyor belt that the wheels are on are responsible for the scratches on the back face of the wheel". He told me he had sent an email to the wheel company (he had also gotten my emails but didn't even send me a response of notice back). I called the wheel company, they haven't gotten anything from him and told me that I'd have to contact him where I purchased the wheels from for anything else. Called him back again, didn't receive a call back for an hour and a half. Sent the new pictures in of the dips in the face. Said he'd send them to the wheel company to see what they would do/offer a partial return on the purchase if I decided to keep them

This is the first time I've even bought wheels for my car but I'm pretty sure they aren't suppose to be delivered like this and damaged by "conveyor belt" (wtf that scratched on the side). If I had to return them I would have to pay for return shipping possibly (their policy/FAQ say so), and then wait even longer (shipped back to them, they have to order another set it'd have to get manufactured again, etc).

TL;DR. Wheels damaged on delivery. I called store and was told to talk to manager. I don't believe the BS.

What do I do about return fees/possible restocking fee? Do I return them or keep them and receive a partial refund? What would YOU do if you saw this on delivery? Send help please.

Update: Apparently all 4 wheels have dips in them. 1st right wheel has two dips, 2nd right wheel as three. 1st left wheel has one dip and second left has two dips. Kinda wish I didn't look closer at them now.

You should not have to pay anything. You purchased an item and received it not in the condition you purchased and expected. The company you purchased from should either replace the damaged wheels at no cost to you or accept them as a return with no cost to you.

If they do not want to play ball and cooperate, then you should contact PayPal or your credit card company and open up a dispute or charge back. Completely unacceptable.

If they are cheap cast wheels then yes those dips are normal .Those are impurities from the casting proces.The scratches however are not .
