Dealer claims they replaced my bumper cover, but I'm not sure..

So long story short. My dealer botched a repair/paint job...was refusing to fix it and I had to call Honda corporate. They (dealer) now say they entirely replaced the front bumper cover, plastic piece above the bumper cover, and the fog light covers.

I go to pick the car up and notice the exact same defects on the black plastic piece as before, in the same exact spot (the guy they hired to do the repair didn't tape up the plastic above bumper, or the fog lights so there was paint overspray on it, and polish buffed into them). Anyway, I go and take a look at the repair and notice that there is paint in the exact same spots as before, and still some faint polish marks. The dealer clearly just tried to clean it (for the third time). So not only did they potentially lie to me, they lied to honda corporate about it (unless the rep misunderstood).

Onto my next issue. They claim to have replaced the entire front bumper. The original fix was because the previous dealer put a front plate cover on it, and since front plates aren't required where I live I asked the dealer to patch those up for me (if possible, if not I would have just bought bumper plugs.. not to mention the plate holder as overtightened and left indents in the bumper). So, the thing is.. I'm not seeing the two small indents indicating where holes should be drilled. It is an entirely flat surface, which makes me think they didn't replace that either.. not that I'm complaining about that, I just want to see if they are lying or not about that as well.

Would a brand new OEM bumper cover have those little indents for front plate holes?

If you are seeing overspray they must have painted something.
Probably a pro would be able to tell if it's fixed or new.
I know there is an electronic gadget(paint tester) that can measure the thickness of paint and if there is any filler underneath will show.

I have no doubt they painted it. I'm more questioning if they are lying about replacing the entire thing or not. They already lied about the black plastic piece, so I want to see if they are living about this as well.

It doesn't feel good having a brand new car in less than perfect order but if there was no crack I'd be more worried about the paint marching and the quality of the paint job. Not having the dimples might not be that bad.
I had my bumper painted once and it was perfect. Later for a little scratch I had it done again ant the colour is not as good. I regret doing it.

It's not about having the dimples. It's about the dealer claiming they replaced it with a new cover. My old cover had the holes filled..so no dimples. The new one theoretically should have dimples. I just want to see if they are indeed lying about replacing it, because I am pretty sure my old one is still on there (again, not a problem).

It's not about having the dimples. It's about the dealer claiming they replaced it with a new cover. My old cover had the holes filled..so no dimples. The new one theoretically should have dimples. I just want to see if they are indeed lying about replacing it, because I am pretty sure my old one is still on there (again, not a problem).
Maybe using one of those paint testers is the only way to tell.
Saw the guy doing a lease end inspection using one.

FYI most bumpers come unpainted. Which then they have to paint match when on with other panels adjacent to it such as the hood and fender. That means paint, polish and correct.

If they replaced it, what happened to the old one ??

Forget about "Show us the CarFax" -- how about "Show us the old part"

One way to tell if a part gets replaced is to mark the old part (in an area that would not be messed with), with a UV pen. Then you can be 100% sure, especially if you take some before and after Photos with the part lit by UV light.

My oem bumper has two little indentations where the plate would go.
