I think your EX has a +48 OEM offset. The closer the number is to zero, the further out the wheel sticks. So if you want your wheels to sit more outside the fenders, you can get the +38.

yeah I want to stick out a little more. Do you suggest any brand of lugs. I wanted to do some red lugs. something similar to these

I don't know much about differences in lug nuts. I guess just make sure they are not cheap quality and strip out.

One thing to make sure with your wheels, make sure your center bore is large enough for our Civic's. The first set of wheels I bought I had to return because the center bore was too small and the wheel wouldn't clear the hub. Not a super common issue to run into, but always a possibility.

The hub is 64.1mm DIA

Those are probably hub-centric rings. They are metal chamfered rings that go over the hub so the wheel mounts concentric to the hub. I've actually never used them before.
