I've always been curious. It's notchy, it's got texture to help you grip it to rotate. What the heck does turning this thing do?

I think it adjusts brightness of the dash instruments.
Just a heads up/public service announcement:

If you turn it during the day and nothing happens, don't panic. It's working as intended.

It only works at night.

Huh, thats what I was thinking but it wasn't working when I was messing with it even with the lights on. I convinced myself that brightness was through the infotainment, which I still feel like it is but can't remember. Well, thanks for the answer!

It’s there too... also the little button on top of the infotainment.

And this button is helpful if, say, you're in a parking garage, there's bright daylight reaching the screen, and you need to use the rear camera to park. The car dims the screen because the dashboard ambient light sensor thinks it's nighttime, but the screen ends up being dim enough that it washes out -- so tapping the brightness button once or twice brightens the screen to its "daytime" level.
