I have read that (in a tuned car) the ideal Knck Ctrl value is around 0.49, or at least less than 1.0, and mine usually stays in that range. And that the ECU will start to retard ignition if goes about 1.0, however what does the number actually represent? I.e. what is it a unit of?

It is the ECUs measure of fuel quality.

Knock control is a knock retard multiplier. If knock control is greater than zero you will see knock retard applied, which you can view in datalogging. Some platforms are limited on how low KC can go. Hence .49
