Blue Locktite is not a permanent seal, thats the Red LocktiteI would advise against using blue loctite. It’s a Phillips head screw and that alone is enough to make it easy to strip out the head. And by its nature, you have to apply force towards the screw to engage and loosen it, kinda tough to apply force when the screw threads into the flexible plastic undertray.
I use permatex silver anti-seize. It has a bit of a sticky nature that won’t allow the screw to vibrate loose, but also won’t lock up if you happen to overtighten that screw.
