You will notice that the car will handle more sharply.

It is a slightly wider tire setup than the 16” wheels that come on the LX. Because more tire is contacting the road, (more friction) fuel economy may drop slightly. It wont be a noticeable amount though.

Because the tires are a much lower profile, you will lose some cushion that comes with having thicker sidewalls. You’ll feel more road imperfections.
I dont mind losing a bit of cushion so long i can dart in and out of sticky situations like a guy slamming his brakes for no reason or an accident in front. Im generally a relaxed driver anyways dont follow too closely unless i end up behind a someone doing 10 below the limit lol. And i swap for winter tires from nov so it should be alright.

What about the offset on the alloy rims? Im not sure what the offset on the steel rims are, i did a virtual comparison and the diameters are very similar, but the widths are slightly different...my concern is if its gonna rub anything in the wheel well or the fender?
your fine, the wheel wells are the same size, any factory wheel outside the type R (which has a different bolt pattern) is a direct swap.

32-34 is a good starting point.

So i picked up the tire and wheel set...what PSI is your civics recommendation for those wheels? 32?
I go with 33 in front, 32 in back. Cold pressure.

You can tweak pressure.
Raising pressure in the front tires can reduce understeer.
