They are a cheaper brand RWC. I want to pop off the center cap and measure them to see what I can replace them with. I've heard of two "easy" methods using a suction cup and forming a tongue with duct tape and yanking it out. If I take off the wheel, can I pop them out from behind? Any other easy method I can try before taking off the wheel? This is my first time trying to do this.

You might want to call RCW, give them your wheel model, and ask for the center cap size.

Alternatively, is it possible to stick over?

Most likely. Just use the blunt end of a screwdriver and pop it with a hammer/mallet. That's how I got my stock center caps out. Should work for any center caps.
