Tint curing in winter

I applied my own windshield tint strip, 3 weeks ago. Followed the instructions, sprayed both sides with soapy water, used a squeegee. The drivers side cured and looks great, the passenger side is another story. Looks like crap, tons of bubbles, most of which still have water in them. They look blueish white from the outside. I'm getting a little impatient. Is there a way to speed up the process? We don't get many sunny days here, Thursday will be 65 and rainy when my car's sitting outside while I work.
