First of all, this is very common. It is a rarity that OEMs create two wheel part numbers, although it does happen.

The number 1 reason is cost!! Cost to make, cost to have in inventory, cost, cost cost

Don't over think it.
I rotated mine in a forward cross, and i'm not sure that I can really see the difference.
