Correct yes just for the turbo 1.5L 2017 would be affected

Safety recalls will be done for free as far as I know.

Correct only 1.5l turbo is affected and @Quicksipper I'll have to check and get back to you on that

All safety recalls are corrected by the manufacturer. Hence the word "safety". If it was a service bulletin, then normal warranty applies for the effected area.
Also, it clearly states CVT. If it included the manual transmission, it would be listed.
