How long can you leave V1.2 plugged in with the car sitting before the battery is drained enough to prevent the car from starting?

If V1.2 is unplugged, would you still be able enable/disable rev hang and switch between the three maps?
As far as your second question, when you upload a tune to your ECU, you don't need the tuning device hooked up to use the tune features. Just note that if you do keep the KTuner plugged in it will start up with your last map settings. Without it hooked up, it will start up on map 1.

The tuner is only drawing power if there is activity on the ECU/CAN otherwise it shuts off.
