Rear disc brakes start at 11mm and the minimum thickness is 9mm.

If I use a basic caliper it will measure the thickest section of the rotor which is the very outside, I noticed when rubbing my finger across that it is still thick at the very edge where the brake pad isn't rubbing.
In my photo, the blue is the thicker area im referring too and the red is the middle brake area I'm referring to.
Is it best to measure in the red area?

I'm such an idiot, the calipers I have have a small gap that has a thicker gap so I can measure the inner part.
