Re-attach front lip after small collision

Hello,

After a small collision, my front bumper lip is falling off as shows in the following picture :

I know I have to attach these two clips inside the bumper to the lip. The things is, how do I do that... without removing the actual bumper? :/

You need to lift the car up using a ramp or an actual lift to be able to work on it propeely.

Yea I can find a carwash with a ramp, but even with the car lifted, I don't see how I can make it clip again without removing the bumper...

Even on a lift I don't see how I could get there... This is so frustrating. I can see the clips but I can't clip them.
