I'm not aware of Honda having any 1.8L in the 2017's anywhere.. you may indeed have a hackjob of an engine/ECU setup and isn't working because it may not have the extra (or correct) wire placements involved. I think all the Civic 2017's have either a 1.5L or a 2.0L.. (someone correct me if I'm wrong..?)

Does it come with the CVT? If so maybe due to transmission control logic its pinning you at 2500 RPM due to the extremely low wheel speed (assuming you have a functional wheel speed sensor?) And trying to keep you at high wheel torque with gearing? Just an idea.
