I believe there are substantially cheaper replacements that are all plastic available on eBay for around a hundred bucks. I want to say the OEM aluminum one was a few hundred dollars.
Agreed it can be left off. It does serve a purpose in improving aerodynamics and fuel economy... though it is such a small amount... it in itself may not even provide a measurable difference outside of a lab practically. It’s one part of many does allow the cars to have a very low drag coefficient.

With a lift, some ingenuity, and metal bending skills. You could probably reattach it.
It may have sacrificed itself by saving other parts of the car from damage.

can see where the thin soda can metal is torn. No reattaching that. Really need to lift the car for a good look under to see the condition of the attachment points also. May be more damage than the piece your daughter is holding.
Bummer Honda made such a weak piece only held in by clips under our cars.
My son drove too close to a curb when parking, and when backing up literally ripped /tore the plastic piece that goes directly in front of that metal piece.
Pics of the underside would be useful to assess the damage. I’m familiar with the big metal piece as it is to be removed to change the oil. Not sure what that big plastic piece is that is connected? Is that a plastic covering for the rear of the car? Wasn’t aware there was one there.
if this just happened today, would be wise to take a close look under the car to make sure no fluid leaks. That mustve been a big rock to do that much damage - assuming she drove completely over it ?
So the exact same thing happened to me. Has anyone here tried to replace this entire assembly themselves? Looks like it's just attached with a bunch of fasteners? Can this be done on a driveway with jacks?
