New wheels on stock suspension

Hey everyone, this is my honda Civic EX, I’ve modified the bumpers and fenders to a Type R (body kit). Now It’s time to get larger rims, but I’m confused with the sizes. I’ve visited multiple rim shops and they all suggested to go with 18x9.5, but the offset is hard to get it accurate. Some said to go with +25 offset others said 38 and 45 as I remember. All I want is to bring the wheels exactly to the side fender matching the body kit size, a little out won’t be a problem but not so much out passing the fenders. Anyone has any experience with type R and Ex to help me decide which of them would be more accurate? I appreciate it.
